The State Grievance Redressal System (CM Helpline 1905) of the Uttarakhand government is an integrated public grievance redressal system (IPGRS), launched by the state Government of Uttarakhand in 2019. Through the UK CM Helpline, citizens can register a complaint about the ministries, departments, Uttarakhand Police, and government offices including the local government bodies such as municipal corporations, panchayats, and Nagar Parishads.

The CM Helpline 1905 is integrated with other portals, such as the Centralised Public Grievance Redress and Monitoring System (CPGRAMS), the CM Reference/Letter (LMS) and the Apuni Sarkar Helpdesk.

The government is bound to provide public services under the Uttarakhand Right to Service Act (URTS), 2011. If any government office or department delays the delivery of citizen services then register a complaint through the CM Helpline or the Uttarakhand Right to Service Commission.

How to File a Complaint to Uttarakhand CM Helpline (IPGRS)?

By the Uttarakhand Right to Service Act (URTS), 2011, every resident of Uttarakhand has the right to access public services within the defined period from the state government’s Public Authorities, Departments and Local Bodies.

If you have complaints about delayed public services, government officials, or any department/ministry then you can use the Chief Ministry (CM) Helpline 1905 (Apuni Sarkar) portal which is an Integrated Public Grievance Redressal System (IPGRS).

Note: In cases of unresolved or unsatisfactory disputes after the final appeal or with appellate officers of the department, individuals may take legal action within regulatory bodies or judicial courts. It is advisable to seek assistance from a legal expert before pursuing this course of action.

File an Online Complaint

Required details to register a complaint online through IPGRS of Uttarakhand CM Helpline 1905:

  • Complainant details: Name and address with district and block
  • Department:
    • Name of Department
    • Sub-Department such as District Panchayat or Panchayati Raj
    • District of the government office (if applicable)
  • Subject of the complaint
  • Description of the complaint with facts (within 500 words)
  • Attachments: Scanned copy/document/image/video (If Any, Maximum 10MB)

After successfully submitting your grievance, keep a record of the token number or reference ID to track the status of your complaint or use it for appealing to higher authorities.

Procedure

Follow the procedure to lodge a public grievance online through the UK CM Helpline 1905 portal:

  • Visit the link above.
  • Click the “Register Complaint” button.
  • Enter the mobile number and verify with OTP.
  • Fill out the grievance form with required details (as mentioned above)
  • Attach supporting documents (If any)
  • Submit the form and note down the reference number.

  • Administration: These departments are the Chief Secretary’s Office, Divisional Commissioner’s Office, Chief Minister’s Office, Department of Justice, Department of Personnel and Public Grievances, Department of General Administration, Department of Secretariat Administration, Department of Civil Aviation, Department of Rural Development, Department of Science and Technology, and Cabinet Department (Secret).
