IRCTC E-CATERING IS FRADULANT AND DOES NOT SUPPLY FOOD, AFTER TAKING PAYMENT TOO

My daughter travelled in Vandebharat C3-8&9 FROM CBE TO BANGALORE CANTT (20642) ON 29MAR2024, PNR 4464156498. Subsequent to e-ticket booking ordered separately thru IRCTC e-catering for BF & Lunch and paid Rs 344 & Rs 778 thru Gpay. Food never delivered. Complaint goes astray, and Railways keep asking data endlessly, I have the payment proof, Should the agency (Fassos, and another) not be blacklisted or asked to explain the lapse?
