MY ELECTRICITY BILL

I have been living in this apartment since mid-July and since then I have been paying electricity to the office. Last month I paid $74 and for the month of July I also paid a bill for electricity, water, and housing.
Not even a week had passed in September when they sent me a second bill for $389. I went to the office and the lady told me that I should not pay that because she had less to pay for the month of October. But today I went when I did not receive my receipt, and they told me that I owe $213 for electricity. But as you can see, I am paying electricity and the electricity bill is very high as well, since I am not using the electricity during the day because we all leave the house and now, I have to pay so much. I asked the person if they could check if something is damaged outside or if they could be stealing my electricity because I do not understand why the bill is so high and the office is charging me so much money unnecessarily.
