Fibre connection upgrade

I have been waiting from 2 years since fibre network was introduced in our market, and so far i have not recieved the upgrade in spite of N number of complaints from 2 years. they always come back with simple revert i.e parts required for the upgrade are not available in the company.

Could you please guide me then how are you supposed to collect the payments on monthly basis from past two years.
