Bruhat Bengaluru Mahanagara Palike (BBMP) is an urban self-governing administrative body also known as the Municipal Corporation of Bangalore. The municipal corporations are recognized as urban local self-governments under the 74th constitutional amendment act of 1992. BBMP is responsible for all the citizen-centric civic amenities/services and public utilities.

The BBMP municipal corporation is divided into 243 Wards. It is also responsible maintenance & development of some infrastructural assets of the Greater Bengaluru metropolitan area.

The major services of BBMP are zoning and building regulations, hygiene (waste management, drainage, etc.), health (hospitals, PHCs, clinics, etc.), licensing (vendor, building permits, and others), trade, and education.

How to File a Complaint to Bruhat Bengaluru Mahanagara Palike (BBMP)?

Namma Bengaluru is an integrated complaint registration system of the Bruhat Bengaluru Mahanagara Palike (BBMP) where you may file an online complaint. You may also use the mobile app (Saahaya) or portal to register an online complaint about the public utilities and citizen-centric civic services within the jurisdiction of BBMP in Bangalore.

Procedure

Follow the instructions and steps to file an online complaint to the respective departments about public utilities (water, electricity, transport, education, schools, waste management, public toilets, etc.) and any other civic body services.

Step 1: Visit the link above to file an online complaint (Namma or BBMP) to the integrated Saahaya portal.

Step 2: Click the register now in the Namma Bengaluru portal and enter your mobile number to verify and log in using the OTP. In sequence, click on the BBMP (Saahaya 2.0) and the ‘create’ button.

On the BBMP portal, click the Grievance Redressal button from our services section then click the raise complaint link. Enter the mobile number to log in or register for Namma-BBMP citizen services.

Step 3: On Namma-BBMP select Grievance Redressal from choosing the service menu.  Click ‘Raise complaint’ and select the issue you want to register.

Step 4: Fill out the following information in the online complaint form of BBMP:

  • Enter the citizen details – Name and address.
  • Select the category and sub-category of the issue.
  • Provide a brief description of the issue with a hint of proof and references.
  • Search and enter the address of the grievance where the issue occurred.
  • You may select the ward manually.

Step 5: Upload or share the photo/file and supporting documents (evidence or proof). Finally, submit the online form and note down the reference/complaint number of the submitted form.

Step 6: Log in using your registered mobile number to track the status. If the issues are not resolved, you may escalate them to the higher public grievance officers (commissioner or any designated officer of the respective department) of the Municipal Corporation of Bangalore.

Note Not resolved or unsatisfied? Lodge a written grievance to the Public Grievance Cell of the BBMP or use the IPGRS portal of the government of Karnataka for faster redressal of your issues. Always provide the reference number of the previously registered complaint while escalating the grievance to the higher PG officers by e-mail or physical application.

Public Grievance Cell, BBMP

The Public Grievance Cell is an office of designated officials to redress the unresolved grievances of the respective departments of Bruhat Bengaluru Mahanagara Palike. The officers can be the head of the department, joint commissioners of the concerned zones or the commission of the BBMP headquarter office.

If you are not satisfied with the response or resolution provided by the officers of the respective departments or complaints are not resolved within the timeline then you may escalate this complaint by e-mail or writing a grievance application to the Public Grievance officer, Public Relations Department of BBMP. You may also e-mail or contact the officers as mentioned above.

Process:

  • Visit the link and log in or register as a citizen. Click the grievance submission option from the menu and fill out the required information.
  • Select the Urban Development department to lodge a grievance about the services or officials of Bruhat Bengaluru Mahanagara Palike.
  • Fill out other information and description of the issue with the reference number of the previous complaint. Attach the supporting documents and responses (if any).
  • Submit the form and note down the grievance number to track the status.

Note If not satisfied with the response then you may submit a representation or may approach the designated higher officers of the Department of Urban Development. The Issues that Can be Redressed

The list of major issues that most residents have to face in Bangaluru city for which they want to register complaints to get faster redressal of the issues.

1. Road Maintenance:

    • Issues related to potholes, footpaths (broken, holes, etc.), footpath encroachment, water leaks on roads, etc.
    • Report if debris removal or construction material removal is required. Register complaints related to road cutting, water stagnation, overhanging cables, and other issues.

2. Solid Waste (Garbage) Related:

    • Report the burning of garbage in open spaces, if public dustbins are not cleaned, garbage vehicles do not arrive, or sweeping is not done.
    • Issues related to garbage dumps, dead animals, garbage nuisance while transporting, or garbage dumping in vacant sites.
    • Report if segregation of waste is not done, garbage transfer is not as per the norms, and the area is not kept clean. Complaint against SW Collector/ SWM official of violation of SWM rules.

3. Sanitation & Public Toilets:

    • Report if no electricity or water supply, and blockage in public toilets. Complaints related to public toilet cleaning and urination in public/open defecation.

4. Electrical:

    • Complain if streetlight or park lights are not working, streetlights are switched on during daytime.
    • Report to BBMP if any electrical junction box is open, earthing issue related to electric poles/panel boards, or have any requirement for new streetlights.

5. Health Department:

    • Report to the Health Department if increase in mosquito density, the requirement of spraying, the issue of fogging, or problems of air/noise pollution.
    • Raise a complaint if delay in the issue of a trade license or unhygienic premises in the hotel (food, hotel facilities, etc.).
    • Report for non-availability of drugs or vaccines, unavailability of staff, unhygienic premises in hospitals, or issues related to birth & death registration in Bangalore city.

6. Revenue Department:

    • Raise a complaint about the issues of Khata services (Registration, Transfer, Bifurcation, And Amalgamation) or any discrepancy in the Khata certificate and Khata extract.
    • Report to BBMP if you are unable to generate the receipt after payment of property tax or for the property tax challan.

7. Animal Control:

    • Report for the issues related to animal birth control/neutering of stray dogs, stray/rabid dog bites, or request to BBMP for the anti-rabies vaccination of stray dogs.
    • Complaints related to stray cattle, pigs or dogs, and report the unhygienic maintenance of the mutton/chicken/ fish at the stalls. Report for the issues of pet dog licenses (registration, renewal, etc.).

8. Forest:

    • Report the obstructions by the branches trees, request for the removal of dead/fallen trees, and issues related to snakes/birds/ monkeys.

9. Town Planning:

    • Report the issues related to delays in issuing building permits, and noise during the construction of the building.
    • Raise a complaint if the construction is not done as per the approved plan (building by violations of law).

10. Parks and Play Grounds:

    • Report the issues related to parks/ medians/ circles/islands, or equipment of gym/children’s play in the parks. Any other complaints like environment protection or playgrounds.

11. Lakes:

    • Report to BBMP for the damaged lake fencing, inflow of sewage/drainage water into the lake, misuse of water, and dumping of garbage into the lake.
    • Raise a complaint if the lake is not maintained properly, the lake is being encroached on, dumping construction & demolition waste into the lake, or fishes dying in the lake.
    • Report if there is insufficient lake security personnel or lake gates are not opened as per the prescribed timing.

12. Welfare Schemes:

    • Report the issues regarding SC/ST schemes or schemes related to physically abled persons (PwD), senior citizens, women’s welfare programs, transgender programs, BCM programs, or Onti Mane, etc.

13. Estate Department:

Streets worse for walking

Streets of Chikkanna Layout (hennur) have not got any dambar or cement on it, they have been ignored for more than decades, no tar is put. People are not interested to raise voice and complain. My dad has tried his best to get help from the supporters of the winning Party here but none of them responded and give lame replies. Its really hard to travel here, continuous riding of water tankers are making the roads become extremely dangerous for travelling. When it rains the streets are not even fit to see. All the 4 blocks of Chikkanna Layout is not fit to travel. I request officials who see this to atleast forward to someone who can take action(if they themselves can't take). Please do come to see the streets and help us have good roads.

over 2 weeks of complaint road dug up for sanitation pipes

The workers dug up the road for installation of sanitary pipes and closed the dug-up area in a half a sadder manner, the jelly, bricks are deposited in a way creating a lot of problems to cars and other vehicles and they are rude to the people around, no one is there to supervise the issue

Footpath is encroached by local and shop owners, its broken

I stay in Whitefield borewell road, the footpath is encroached by local vendors and its broken, not possible to people walk, so they walk on road that not good for their safety and it increases the traffic congestion.

Non Removal of Garbage, Mosquito Menace and Crocodile Tears by BBMP

The Garbage has not been removed this morning at 9th Cross, 5th main near Mookambika school. I called up 1533 at 9 AM and raised a complaint - #20503109. One person called he said he will get it removed ASAP, I called up this person at 3.45 PM since no action was taken. He at 3.45 says this does not belong to his area, he transfers / conferences the call to someone else who says he will get it removed tomorrow morning. Why do you give contracts to irresponsible people??? Why do you cry that Bengaluru has Dengue and other diseases with this attitude???

Repeated complaint regarding road side drain not attended for one year

I am facing problem of stagnant water in the road side drain adjacent to my home (2CC225, 2nd C Cross, Kasturinagar, Bangalore 560043). The problem is incorrect slope towards storm water drain, which needs rework. I have raised the following complaints on BBMP Sahaaya portal. (1) Complaint # 20346312 dated 29-04-2023 (2) Complaint # 20461933 dated 04-03-2024 (3) Complaint # 20497815 dated 25-05-2024 The first two complaints were closed with the comment that they have attended to it, even though there was absolutely no work carried out. The concerned engineer Mr.Narasimhaiah of Ward 50  has only visited once last year to assess the problem. After that, I have made several calls to him to visit the location and rectify the problem, but he is not responding suitably. I seek help of your good offices to get this done with.

To clear the branches of tree fallen on road and house

on 6th may 2024 evening a tree branch has fallen on road and house near door number 3, 5th cross, 1st main road, Prashanth nagara Bengaluru -79 (Govindarajanagara ward) and is not cleared till today (8-5-24) Please arrange to clear and cut off the week branches and cut extra branches spread over the other side as the tree is strength less and previously its branches are fallen 3-4 times and caused damage. I request to arrange to cut the weekend branches and avoid the damages

Irregular garbage pickup

3rd cross of Kalathur layout, Jalahalli, ward 11, is being ignored for collection of dry waste. On 15th April was his last pickup. Reason for not coming into the lane is low branches of a tree planted by BBMP. Who is responsible for the pruning of these branches and pickup of garbage. Dear Sir, I am retired as Deputy General Manager, Indian Bank and living in the following address " SLV SERENITY JDR, Nehru Nagar, Jakkur, Yelahanka 560064. The people who are working in nearby "North Winds 2" flats are liting the waste lying in opposite vacant flats almost on a daily basis and causing smoke pollution, which is causing problems to me in my flat. Today I requested the person who is doing it, not to do it ,but he just ignored it. I request you to kindly look into it and take up with the cleaning staff to lift the dry waste. A few days back there was fire behind our apartments too. Fire station people were called to mitigate the fire. I request you to kindly look into.
