Goa Police is the law enforcement agency of Goa under the administration of the Department of Home Affairs of the Goa Government. The Police Department is headquartered in Panaji. It is responsible for maintaining public order, preventing and detecting crime, and enforcing the law. Goa Police also provides various services and facilities to the citizens, such as online FIR, e-challan, passport verification, etc.
Administrative Structure
Goa Police is headed by the Director General of Police (DGP), who is assisted by other senior officers such as the Additional Director General of Police (ADGP), Inspector General of Police (IGP), Deputy Inspector General of Police (DIG), and Superintendent of Police (SP).

Goa Police has two districts: North Goa (Porvorim) and South Goa (Margao), each headed by an SP. Each district is further divided into sub-divisions, police stations, and outposts.
Departments and Special Units
Goa Police has several specialized departments and units to deal with different types of cases and situations or where citizens can escalate their complaints. Some of them are:
- Crime Branch: It investigates serious and sensational crimes such as murder, rape, robbery, kidnapping, etc.
- Anti-Terrorist Squad (ATS): Combats terrorism and handles bomb disposal, hostage rescue, and VIP security.
- Cyber Crime Cell: Deals with cyber crimes such as hacking, phishing, online fraud, etc.
- Traffic Cell: Regulates and manages traffic, issues challans, and conducts road safety awareness campaigns.
- Women Police Station: Handles cases related to women such as domestic violence, dowry harassment, sexual harassment, etc.
- Coastal Security Police: Protects the coastal areas and maritime borders of Goa from illegal activities such as smuggling, infiltration, etc.
How to file an e-FIR or complaint to Goa Police?
Citizens can file an online FIR (First Information Report) or police complaint regarding any incident or case with the Goa Police through the Crime and Criminal Tracking Network and Systems (CCTNS) portal. Additionally, visit the nearest police station in person to formally submit your FIR.

1. Police Helpline Number
The citizens of Goa can contact the police for any emergency or assistance by dialling the toll-free number provided below:
- Emergency Services: For ambulance, fire brigade, disaster management, etc. in case of any calamity or accident, dial 112 (Goa-112 ERSS) for Police (call 100), Fire, Medical, or GRP assistance.
- Women and Child Protection: Goa Police provides protection and assistance to women and children who are victims of abuse, exploitation, and trafficking, call the helpline number 1091 for women and 1098 for children.
- Tourist Assistance: If needed assistance and guidance to tourists who visit Goa, call the tourist police force on the tourist helpline number 155260.
- Crime Prevention: For drug-related issues helpline number 1093.
- Cyber Police: Call 1930 or file online complaints with the cyber police through the National Cybercrime Reporting Portal. Also, email to Cyber Police Station at picyber@goapolice.gov.in.

2. Register a Police Complaint
A police complaint is a formal document that records the details of a crime or incident reported by a person to the police. A police complaint can be registered at any police station or outpost in Goa.
To lodge an online complaint about crime, incident or citizen services, provide your name, address, and contact number, and state the nature and details of your complaint including the time and location of the incident. Also, submit any pertinent documents along with details of the accused if any.
Citizens can either visit the nearest police station and meet the officer-in-charge or the duty officer. You can also register an online police complaint through the CCTNS portal for the citizens.

To Submit a written complaint, visit the local police station and:
- The officer will write down your complaint in a register and give you a copy of it.
- You will receive a unique number for your complaint, which is called the Complaint Number. You can use this number to track the status and progress of your complaint.

After the successful registration of a complaint either submitted by online or physically written letter, the police will initiate the investigation of your complaint and take necessary action.
3. File an Online FIR
An FIR is a critical legal document kickstarting a criminal investigation. Goa Police also provides the facility of filing an FIR online through its official CCTNS – Goa portal (citizen.goapolice.gov.in) by registering or logging in as a citizen. This facility is available for certain types of crimes such as theft, loss of documents, missing persons, non-cognizable offences, civil crimes, etc.
Here’s, how to file an FIR:
- Visit the website and click on the Online Citizen Services tab.
- Select the option File Online FIR/Grievance Registration and register/login as a citizen.
- Open the e-FIR form and fill in the required details such as your name, address, contact number, email id, etc.
- Select the type of crime, the date and time of occurrence, the place of occurrence, and the description of the incident.
- Upload any supporting documents or evidence if available, such as photos, videos, receipts, etc.
- Verify the details and submit the form.
- You will receive a confirmation message and an email with your FIR Number and a copy of your FIR.
If the case is about cognizable offences such as murder, crime, or criminal activities, citizens have to file an FIR by visiting a location police station as in-person. While filing the case, remember these points:
- Be precise and concise with your complaint or FIR report.
- Provide supporting evidence (documents, photographs, witness statements) whenever possible.
- Contact an advocate if required for legal consultation.
You can use this FIR number to view the status and progress of your FIR. If no action has been taken, escalate your case to higher authorities such as the IGP or DGP Office.
