Jammu & Kashmir Police or JKP is the law enforcement agency of the Indian Union territory of Jammu and Kashmir. The force has primary responsibilities in law enforcement and investigation, preventing criminal or unlawful activities, and protecting citizens within J&K. JKP comes under the direct control of the Ministry of Home Affairs, Government of India, and is headed by a Director General of Police (DGP).

How to File an Online FIR or Complaint to Jammu & Kashmir Police?

In Jammu & Kashmir, residents can report criminal or civil incidents to the police either through the citizen grievance portal of the Jammu & Kashmir Police online or by visiting the nearest local police station in person. For filing an online FIR, use the Crime and Criminal Tracking Network & Systems (CCTNS) provided by the Jammu & Kashmir Police.

Difference between a Police Complaint and an FIR:

  • Police Complaint: An informal complaint that can be submitted orally or in writing. It is applicable for both cognizable and non-cognizable crimes.
  • FIR (First Information Report): A formal report submitted to the police containing initial information about cognizable or non-cognizable offences (Criminal/Civil). This formal report should be filed with the designated officer at the local police station.

Grievance Redressal Mechanism

As per the citizen charter of the Jammu & Kashmir Police, the mechanism for redressing grievances related to citizen services is designed to be resolved by designated officers within specified timeframes. The police complaints can be escalated to higher authority, if not resolved.

The grievance redressal mechanism of J&K Police has 4 levels within each administrative division:

  • Level 1: Senior Superintendent of Police (SSP), District
  • Level 2: Deputy Inspector General of Police (DIG), Range
  • Level 3: Inspector General of Police (IGP), Zone
  • Level 4: Director General of Police (DGP), Jammu & Kashmir Police

Note: If your complaints concerning citizen services or police operations, including issues related to misconduct and corruption, are not addressed, you may file an online grievance through the “Jammu & Kashmir – Integrated Grievance Redress and Monitoring System (JK-IGRAMS).” This grievance can be directed to the Appellate Officer for the Jammu & Kashmir Police within the Government of Jammu & Kashmir.

2. Lodge a Police Complaint

To file an online police complaint with Jammu & Kashmir Police, provide:

  1. Personal details: Name, Address, and ID Proof if needed.
  2. Incident location with the district mentioned.
  3. Complaint type: Crime, Incident, Cyber, or Miscellaneous.
  4. Subject of the complaint.
  5. Detailed description along with supporting documents (if any).

3. File an FIR

To report an FIR to Jammu & Kashmir Police, visit the nearest Police Station for civil and criminal cases or file an informal e-FIR on the J&K Police portal.

Details needed:

  • Complainant’s name and address.
  • Incident details: Date, location, and description with associated facts.
  • Victim information and statements.
  • Stolen properties, if any.
  • For stolen vehicle incidents: vehicle number, model, or registration details.
  • Attach documents, images, or videos for a detailed FIR report.

After successful submission of your FIR, don’t forget to take a copy of the FIR and details of acknowledgement/FIR number (if not available in FIR copy).
