Meghalaya Electricity Corporation Limited (MEECL) is an electricity distribution company that is administered by the Meghalaya State Electricity Board (MSEB). MEECL is owned by the state government of Meghalaya which is headquartered in Shillong. It has a subsidiary that is called Meghalaya Power Distribution Company Limited (MePDCL) which provides the service of electricity distribution in the rural and urban areas of the hilly state of Meghalaya.

You can lodge a grievance at level 1 if the electricity complaint is not resolved or unsatisfied then you can lodge a grievance at level 2 then finally you can approach the Consumer Grievance Redressal Forum (CGRF), MEECL in Meghalaya.
Procedure:
- Download the grievance application form for L-1 & L-2:
- Fill out the grievance application form.
- Provide the required information and documents.
- Mention the issue and previous complaint number.
- Send it to the sub-division office of your zone or submit it by yourself to the senior official.

2. Electricity Consumer Grievance Redressal Forum, MEECL/MEPDCL
If your complaint is not resolved by IGRC within the time limit or unsatisfied then you can lodge a grievance to the Electricity Consumer Grievance Redressal Forum, MEECL. Follow the steps below to lodge a successful electricity grievance in Meghalaya against the MEPDCL office of your region.
Procedure:
- Download the grievance application form of CGRF:
- Download (Grievance Form CGRF)
- Fill out the application form with the required details.
- Attach a copy of the complaint form that was submitted to IGRC, MEECL/MEPDCL.

Appeal to Electricity Ombudsman (MSERC), Meghalaya
The electricity Ombudsman is established by the Meghalaya State Electricity Regulatory Commission under the Electricity (Regulation) Act, 2003 to get the cases against the final order or unresolved grievances by the CGRF. You can file a petition against the MEECL/MEPDCL if your grievance is not resolved within 45 days or you are unsatisfied with the final order.
Procedure:
- Write a petition application with the following information:
- Name of the Consumer
- Contact details of the consumer
- Consumer Connection Number and Copy of the latest electricity bill.
- Attach a copy of the response (If available) and an application form that was submitted to the CGRF forum, MEECL.
- Mention the subject and type of complaint.
- Mention the type of relief and compensation (expected from the MEECL).
