West Bengal e-District is an e-Governance initiative of the government of West Bengal. e-District, provide easy accessibility of citizen-centric and department services at district and sub-district level through Common Service Centres (CSCs) and Kiosk Centres, SDCs, SWANs, and SSDGs in West Bengal.

Some services of WB e-Districts are:

How to File a Complaint about District Administration, Departments, and Ministries to the Government of West Bengal?

According to the West Bengal Right to Public Services Act, 2013, access to all the public services that come under this WBRTPS Act will be provided within the specified time frame. If this does not happen or denied any services, use the three-tier system of ensuring the rights of general citizens to obtain public service.

For this, you can use the West Bengal e-District to lodge a complaint online about your issues related to citizen-centric services. Also, you can directly complain to the designated officer of the concerned department/government office.

3 Levels to resolve a complaint:

  • Level 1: Lodge a Complaint to Designated Officer
    • WB e-District Grievance Redressal
    • Local Government Office
  • Level 2: Appellate Officer
  • Level 3: West Bengal Right to Public Service Commission
    • Review Officer
    • Appointed Secretary/Head of Department
    • Chief Commissioner, WBRTPS Commission

As per the citizen charter issued under the WBRTPS Act, 2013, if the notified services are not provided within the stipulated time limit by the designated officer of the concerned department, escalate the complaint to the Appellate Officer of the department/ministry through e-mail or written complaint form/letter.

Also, you can file your complaint online through WB e-District or respective portals of the department like local self-government (Municipal Corporation, Zilla Parishad/Municipality, or Panchayats) or State Government Departments of West Bengal.

Still, have dissatisfaction or unresolved complaints? You may appeal to the Review Officer, Secretary, or Chief Commissioner of the West Bengal Right to Public Service Commission with reference/acknowledgment receipt of the previously submitted complaint to the Appellate Officer.

Finally, you can take legal action with the help of a legal expert to approach the concerned tribunal, regulatory body, or judicial body (courts) against the respective departments of the government.

Urban Development & Municipal Affairs Department

West Bengal Right to Public Service Commission

West Bengal Right to Public Service Commission is the sole authority to ensure the rights to obtain public services as defined in West Bengal Right to Public Services Act, 2013. Also, Consumer Affairs Department is the Nodal Department for implementation of the Act. All Departments, Directorates and their Sub-ordinate offices, Local Bodies, Authorities, Corporations, and Companies (PSUs) under the WBRTPS Act, 2013.

If your rights are being violated or have a complaint about public services then under the 3-tier grievance redressal mechanism you can approach the designated officer. As mentioned earlier, for the redressal of any unresolved grievances, escalate the matter to Appellate Officer and Reviewing Officer.

Finally, you can approach the appointed Chief Commissioner of the West Bengal Right to Public Service Commission of the respective department/ministry.

Lodge Grievance to Chief Commissioner, WBRTPS

Chief Commissioner is the apex authorized officer whom you can approach against the final order of the Appellate Officer and Review Officer. To appeal or lodge a grievance, file a complaint online through IGRS (Integrated Grievance Redressal System) or submit a written complaint application.

With due respect I would like to inform you that I have paid fire safety recommendation demand through Grips 2.0 portal site in the favour of Vijoya Bhunia (AIN: 211862406300001912) on 15.07.2024 and received payment confirmation through Account Head -XXXXXXXXXX00114 but e- District portal is not showing update. I request you to kindly take necessary steps to update the payment. If you cannot integrate the payment with e-District, Why are you putting payment facilities to your Grips portal?
