eNagarSewa is an eGovernance application (online platform) for urban citizens of Uttar Pradesh. The government of Uttar Pradesh has implemented this platform and is
covering 60 Amrut towns that include 17 Municipal Corporations and 43 Municipal Councils (Nagar Palika Parishad). Citizens can access local governments (Nagar Panchayat, Municipal Corporations, and Nagar Parishad) of various urban cities and towns to deliver online public utilities and civic services.

Have complaints about online urban civic services like property tax, water/sewerage, trade license, etc.? Yes! You should file a complaint to the respective department of your urban local bodies (Municipal Corporation, Nagar Panchayat, and Nagar Parishad) in Uttar Pradesh.
To raise a disputed matter, use the e-Nagarsewa online Public Grievance portal. For this, you may e-mail, call the respective officers, or lodge a complaint online by filling out an online web form.
Still, dissatisfied with the final resolution? If your complaints are not resolved within 15 days or dissatisfied with the response, escalate the disputed case to the Senior Officers of ULBs (Urban Local Bodies) – Nagar Ayukta, Executive Officer, or Municipal Commissioner.

How to File a Complaint to Urban Local Bodies (ULBs) on E-NagarSewa, UP?
The Directorate of Local Bodies, U.P. has issued Municipal Citizen’s Charter to ensure speedy disposal and provide better and effective civic facilities to the citizens of their respective areas and to solve the problems related to local urban bodies (ULBs). The charter also includes procedures to redress the complaints, problems, and suggestions received in the municipalities in a given resolution period (time-bound).
The issues that can be redressed:
- Provide a clean and healthy environment to the citizens through pure drinking water, public sanitation, drainage, and solid waste management,
- Ensure encroachment-free and clean roads/footpaths for smooth movement
Make arrangements for proper street lighting, drainage system, power supply, and other public facilities - Water supply and sewerage drainage, road maintenance, cleanliness, and garbage disposal
- Public health road lighting, municipal hospitals, birth and death registration certificates, and other civic services
- Levy and levy of various taxes, fees, and user charges
- Property taxes, utility bill payments, and trade licenses
- Some other services like Signage and advertisements, property mutation, emergency (fire hydrant, disaster), and Food NOCs
According to the citizen charter, each urban local body has 3 stages to resolve a complaint about civic body services. Municipal Corporation (Nagar Nigam) and Nagar Palika Parishad/Nagar Panchayat have separate grievance redressal mechanisms. You may file the civic complaints online through eNagarSewa, UP to respective ULBs.
If your complaints are not resolved within the given time period by the officers/employees of Stage 1, escalate the disputed grievance to the authorized officer of Stage 2. Further, you may approach higher authority as mentioned below.
In each local body, three stages of complaint:
- Stage 1 – Register your complaint to the respective department as mentioned in the table below. Also, file the civic complaints online through eNagarSewa, UP to respective ULBs.
- Stage 2 – Have complaints not been resolved within the resolution period? Escalate the complaint to appointed officers in the second stage by email, written application form, or online eNagarSewa web form.
- Stage 3 – Still not resolved in stage 2? If your grievance is not resolved within the given time or dissatisfied with the final response, escalate this disputed case to the authorized officer (Nagar Ayukta, Executive Officer, or Municipal Commissioner) in stage 3.
Don’t forget to mention the reference/acknowledgment receipt of your submitted complaint within ULBs to track the status and use it as a reference for future purposes (escalation).
Note – Finally, if your registered complaint is not resolved within the given resolution period in stage 3 or dissatisfied with redressal, you may file a complaint to Directorate for Local Bodies (UP) of the Urban Development Department, Uttar Pradesh Government by Jansunwai UP (Samadhan) with acknowledgment receipt/reference number of the complaint.

In last, if your complaints are not redressed by PG Cell, write a complaint letter or lodge a complaint online to the Public Grievance Officer, Directorate of Local Bodies (UP) of the Urban Development Department, Uttar Pradesh Government.

Report activities that are liable to fine:
- Deep or shallow digging on roads without permission for making electrical decorations on public roads on festivals, special occasions (marriage), or for setting up gates, pavilions (Mandaps), enclosing them with kanats, or for temporary use of public land in any other way, or for installing bamboos, ballis, etc.
- Without permission ongoing road cutting, drain, road, or other public property is damaged, and any alteration or distortion in it.
- Collecting or throwing garbage on roads, public land, or open plots.
- Remember, temporary use of any program event in a public garden (park) is completely prohibited and permission cannot be given.
