Level 3: Consumer Grievance Redressal Forum – CGRF, BESCOM
If your submitted complaint with BESCOM Electricity Board isn’t resolved within the resolution period (as specified in the citizen charter) at level 2 by CIM (Customer Interaction Meeting) or you are not satisfied with the final resolution, you have the right to file a complaint with the Consumer Grievance Redressal Forum (CGRF) of BESCOM.
According to the Electricity Act 2003, this Forum is a quasi-judicial body of the Discom. The CGRF is regionally formed in Bangalore Urban, Bangalore Rural, Ramanagar, Kolar, Chikkaballpura, Tumkur, Davanagere and Chitradurga.
Please note: Submit your complaint within 3 months after the resolution period expires or after receiving the final decision from BESCOM, whichever comes first.
Required details to lodge a grievance with CGRF:
- Grievance Form: To file a complaint with the CGRF, Use the prescribed complaint form (Download) or plain paper.
- Reference Number: Make sure to mention the reference/docket number of the initially submitted complaint to BESCOM. This helps in tracking your case and previous responses.
- Personal Details: Include your full name, connection number, and communication details such as phone number, email, and address.
- Nature of Relief: Describe the problem you’re facing with BESCOM. Be specific and detailed about what resolution or monetary relief you expect.
- Attach Documents: Include copies of any relevant documents and copies of previous responses by BESCOM (if any). These documents serve as evidence to validate your concerns. Additionally, for billing disputes, must attach copies of previous electricity bills.
- Declaration Form: You need to sign a declaration form confirming that your complaint is genuine and accurate. This adds credibility to your grievance.
- Submission: Send by post or submit the grievance form with attached documents to your concerned CGRF office. (See the below table)
Tip: Must keep a copy of all the documents & application forms for future reference.
Resolution Period: The CGRF will pass its final orders within 60 days from the date of receiving the complaint. After this, BESCOM Discom is obligated to follow the decision issued by the Forum.
Not satisfied with the final order of CGRF?
Appealing to the Ombudsman: If you’re not satisfied with the CGRF’s decision, you can make a representation against the orders passed by the CGRF to the Electricity Ombudsman, Karnataka. You will have to submit your appeal within 30 days of receiving the CGRF’s decision.
