CM Sewa Sankalp (Samgr eSamadhan) is an online public grievance monitoring system set up by the Department of Redressal of Public Grievances of the government of Himachal Pradesh in 2008. It allows citizens to submit applications of grievances or demands related to any department or government authority, and to track the status. Call the CM Sewa Sankalp (a toll-free helpline number) to file your complaint against any government authority.
The Himachal Pradesh Right to Public Service Act (HPRTPS), 2011 ensures the timely delivery of public services and holds public servants accountable for any deficiencies in service. The act specifies the services, designated officers, appellate authorities, and time limits for each service. The act covers 130 services of 20 departments. Some of the services include issuance of birth and death certificates, ration cards, driving licenses, land records, water and electricity connections, etc.

How to File a Complaint Against Departments or Offices of the Himachal Pradesh Government?

Procedure
- Visit the official CM Sewa Sankalp website at “https://cmsankalp.hp.gov.in/”.
- Click on the “File a Grievance” option.
- Select “Complaint”, “Demand”, or “Suggestion”
- In the form, provide the complainant with information
- Fill out the registration of complaint
- Fill in the required details marked with an asterisk (*).
- Select the relevant department/office from the available options.
- Attach any necessary documents in supported formats (.doc or .pdf).
- Click the “Get OTP” button.
- Make a note of the reference/acknowledgement number provided.
Your grievance will be submitted through CM Sewa Sankalp. Keep track of it using the Grievance ID. If the issue is not resolved, you have the option to escalate the complaint by resubmitting the grievance with the reference ID.
