The Maharashtra Police, an integral part of the Department of Home Affairs, Government of Maharashtra, is responsible for maintaining law and order in the state. Headed by the Director General of Police and headquartered in Mumbai, it’s one of India’s largest police forces, having about 36 district police units in Maharashtra.

How to File an e-FIR or Complaint to Maharashtra Police?
In Maharashtra, like in Delhi and Uttar Pradesh, you can use the Crime and Criminal Tracking Network & Systems (CCTNS) to report incidents and seek help. You can file complaints or e-FIRs for both cognizable and non-cognizable offences to Maharashtra Police.
Please note that the e-FIR option is only for non-Special Report (Non-SR) cases including thefts. Before lodging a complaint or e-FIR, understand the difference between complaints and FIRs.
- Police Complaint: A complaint is when you tell the police about an alleged offence, either verbally or in writing. It can be for both serious and less serious crimes, and there’s no specific format for it. The magistrate may investigate, but the police won’t conduct an immediate inquiry.
- FIR (First Information Report): An FIR is the first official report, given verbally or in writing, about serious offences. It must be filed in a specific format and can be done by anyone. FIRs are recorded by the Officer-In-Charge for serious crimes. The police investigate, and the magistrate can take action based on their findings, but only after the police officially register the FIR.
After this, when you make a complaint in Maharashtra, it can be for both serious and less serious cases, the police will decide what steps to take, such as registering an FIR, creating a non-serious report called NCR, or closing the case if it’s resolved.
Always keep in mind, as per the citizen charter of Maharashtra Police, it’s important to know your rights as a citizen and take measures to protect yourself in unusual situations or if you encounter any misconduct by the police.
Grievance Redressal
Maharashtra Police has a Three-Tier Grievance Redressal Mechanism to ensure citizens’ concerns are addressed effectively. Depending on the nature of the case, the resolution process begins with engagement at the local police station and can escalate to the District Superintendent of Police (SP).
For complex issues, it goes up to the Inspector General of Police (IG) of the Range, and ultimately to the Director General of Police (DGP) for resolution. You can also file complaints online using the CCTNS – Maharashtra Police platform.

3 Levels of Escalation:

Level 1: File an FIR/Complaint
To start an investigation, report an incident by filing an FIR or a complaint at your local police station through offline or online means to Maharashtra Police.
1. MERS 112 (For Emergency)
In case of an emergency, whether you’re in Maharashtra or elsewhere but need assistance within the state, you can call the 112 Maharashtra Emergency Response System (MERS) or dedicated helplines for specific needs like women’s safety, cybercrime, traffic, etc.
MERS operates 24×7 and serves to report emergencies related to Police, Fire, Medical, or other essential services. After dialling the number, provide the following details to the call taker:

2. Lodge a Police Complaint
To report general cases (non-criminal or civil) or incidents, file an e-complaint online through CCTNS – Maharashtra Police or at your local police station. You can also access online citizen services for applications, certifications, requests, and verifications.
When filing a police complaint, provide:
- Personal details: Name, address, and ID (if required)
- Accused details (if known): Name, address, and contact
- Incident details: Location, type, time, and any documents (like images or videos)

- Description of the complaint with facts and supporting documents

Citizens can file an FIR (First Information Report) by visiting their local Police Station to report the incident in writing (civil and criminal). Additionally, File an e-FIR online (for non-SR & theft cases) with Maharashtra Police through CCTNS – Maharashtra.

Citizens can access online citizen services of Maharashtra Police including Character/Police verification, Arms license, NOCs, RTI (Right to Information) requests, Arrest information, event permissions, and other e-services.

Also, if the service is not delivered in the given time frame, then you can appeal to the First and Second Appellate Officer appointed by the Maharashtra Police under the Maharashtra Right to Public Services Act, 2015.
