The Mumbai Police, a part of the Maharashtra Police, is administered by the Police Commissionerate System in Mumbai City. Headed by the Commissioner of Police, the Mumbai Police has responsibilities of law enforcement and investigation within the city.

The Mumbai Police is divided into 5 Regions with 12 Zones, headed by a Deputy Commissioner of Police (DCP). Each zone consists of local police stations. The Mumbai Police also has specialized units, such as:

How to File a Complaint or e-FIR to Mumbai Police?
In Mumbai, you can use the Crime and Criminal Tracking Network & Systems (CCTNS) to report incidents online and get help from Mumbai Police. You can make complaints or file e-FIRs (First Information Reports) related to Non-Cognizable Crimes (NCR).
Difference between a police complaint and an FIR:
- Police Complaint: A complaint is when you inform the police about a suspected offence, either by talking to them or in writing. It can be for various types of crimes, and there’s no specific format required. The magistrate may investigate, but the police won’t conduct an immediate inquiry.
- FIR (First Information Report): An FIR is the first official report, given either verbally or in writing, concerning serious offences at the Police Station. It must be filed following a specific format and can be lodged by anyone. The police will conduct an investigation, and the magistrate can take action based on the report, but only after the police officially register the FIR.
After lodging a complaint, police will start an investigation and then decide to register an FIR (for cognizable crimes like burglary, accident, murder, rape, assault, attempted murder, etc.), create a Non-Cognizable Report known as NCR, or close the case if it gets resolved.

Grievance Redressal
Mumbai Police has a Three-Tier Grievance Redressal Mechanism to redress the complaints or issues related to citizen services. Based on the case, the resolution process begins at the local police station and can be escalated at the level of the Divisional Assistant Commissioner of Police (ACP).
At the level of senior police officers, you can escalate the complaints to the Zonal Deputy Commissioner of Police (DCP), Regional Addl. Commissioner of Police (Addl. CP), and SPL. Commissioner of Police (HQ).

Methods to lodge an FIR/Complaint:
- Online: Use CCTNS – Mumbai Police for complaints and e-FIR (non-cognizable) or report cybercrimes/ crimes against women
- Offline: Contact or visit the local police station (for both cognizable/non-cognizable offences) to submit a written complaint or FIR based on the incident or offence.
- Emergency: Dial 112 MERS for immediate assistance or use the MERS 112 Citizen App
Instruction: Always save the acknowledgement/reference receipt for your online complaint and get a copy of the FIR filed at the police station free of cost for your records.
3 Levels of Escalation:
If your case or complaint is not addressed within the specified time frame by the local police station and Divisional Assistant Commissioner of Police (ACP), then escalate it to the following levels of Mumbai Police:
- Zonal Deputy Commissioner of Police (DCP)
- Regional Additional Commissioner of Police (Addl. CP)
- SPL. Commissioner of Police (SPL. CP)
Further, you can escalate the cases related to citizen services to the Director General of Police (DGP), Maharashtra Police through CCTNS – Maharashtra or IGRS, Aaple Sarkar (Govt. of Maharashtra).
Level 1: Lodge a Police Complaint or FIR
At this level, citizens can report the incident or lodge a complaint or FIR to the Senior Inspector or Station House Officer (SHO) of the Local Police Station. Additionally, you may seek help from the respective Divisional Assistant Commissioner of Police (ACP), Mumbai Police.

2. File a Police Complaint
To report an incident (criminal or civil), file a complaint at the Local/Divisional Police Station or submit an e-complaint (non-cognizable crimes) online through CCTNS. You can also access the online citizen services of Mumbai Police for applications, certifications, requests, and verifications.
When filing a police complaint, provide:
- Personal details: Name, Contact No., and address (if applicable)
- Police Station in Mumbai
- Description of the incident with accused information (if required), location, time, and current situation
- Supporting documents including images, videos, etc.
Remember to note down or save the reference or acknowledgement receipt so you can track or escalate the case if needed.

3. Lodge an FIR
You can report an incident in writing at your nearby Police Station to register an FIR (First Information Report) with Mumbai Police, whether it’s related to civil or criminal matters. Alternatively, you can submit an e-FIR online (specifically for non-SR and theft cases) via CCTNS – Maharashtra.
After lodging an e-FIR, download a copy of the e-FIR and note down the FIR number to track the status.
