Understand the difference between a police complaint and FIR:

Grievance Redressal Mechanism
According to the guidelines issued by the Home Department, the grievance redressal mechanism of the Punjab Police has three levels in each administrative division: local police station, Superintendent of Police (SP), and Inspector General of Police (IG) of the Range.
