Bihar Lok Shikayat, also known as CM Helpline, is an integrated public grievance redressal system (IPGRS) that the Bihar government launched on June 5, 2016 under the Bihar Public Grievance Redressal Act (Samadhan). It aims to provide a timely and effective solution to the citizens’ complaints regarding various schemes, programs and services run by the state government.
The Bihar Right to Public Services Act, 2011 gives rights to the citizens to file complaints and appeal against any delay or failure in the delivery of public services. The act also specifies the designated public servants, the eligible persons, the reviewing authorities and the stipulated time limit for each public service.

File an Online Complaint
To file a complaint online through Bihar CM Helpline (Jan Samadhan) – IPGRS, provide the following details:
- Complainant: Individual, Group, or Institution
- Communication details: Address, Block/Village, and District
- Department: Name of Government Department, Designated Officer, and Office (if known)

Procedure
1. Lodge a Grievance:
The steps of the procedure to lodge a public grievance online through the Bihar CM Helpline – Jan Samadhan (Lok Shikayat) portal:
Step 1: Visit the link: https://lokshikayat.bihar.gov.in/
Step 2: Login/Registration:
- Click the “File a new complaint” button.
- Enter your name and mobile number, then verify with OTP.
Step 3: Fill out the online grievance form:
- Enter details of the complainant
- Provide details of the complaint
- Select Department
- Attach supporting documents (If any)
- Provide previous complaint details (if any)
Step 4: Click the “Preview and Submit” button to register your grievance.
Step 5: Don’t forget to note down the reference number to track the grievance.
2. File First/Second Appeal
Follow the steps to file an appeal if your complaints are not resolved to your expectations:
Step 1: Visit the link: https://lokshikayat.bihar.gov.in/
Step 2: Filing First/Second Appeal
- Click the “File First/Second Appeal” button
- Enter your mobile number and verify with OTP
Step 3: Appeal Form
- Enter the Original Complaint Number or Reference ID
- Search your submitted complaint
- Fill out the required details and submit it.
Step 4: If not resolved, you may again appeal to the Second Appellate Officer choosing “Second Appeal” in the above step.
To track the grievance status, and check the previously lodged complaints with the CM Helpline, choose “Know the status of complaint/appeal”.
