Bihar Lok Shikayat, also known as CM Helpline, is an integrated public grievance redressal system (IPGRS) that the Bihar government launched on June 5, 2016 under the Bihar Public Grievance Redressal Act (Samadhan). It aims to provide a timely and effective solution to the citizens’ complaints regarding various schemes, programs and services run by the state government.

The Bihar Right to Public Services Act, 2011 gives rights to the citizens to file complaints and appeal against any delay or failure in the delivery of public services. The act also specifies the designated public servants, the eligible persons, the reviewing authorities and the stipulated time limit for each public service.

Notice - Be alert! Don't share the financial or banking details and don't share OTP to customer care executive. Protect yourself from Frauds and Scams. Report to Cyber Crime Bureau or Call 1930 as soon as possible to protect your earnings and others.

Citizens can also complain about various state departments such as Panchayats, Local Urban Body (Municipal Corporation or Municipality), Bihar Police, or Public Distribution Services (PDS) of the Food Department.

How to File a Complaint to CM Helpline (Lok Shikayat), Govt. of Bihar?

In Bihar, every resident has the right to fair and transparent access to public services. Citizens can lodge complaints related to government services, schemes, officials, or departments through the CM Helpline – IPGRS Jan Shikayat portal. If the grievance remains unresolved, there is the option to appeal to the higher Appellate Authority of the Department, providing a structured process for addressing public service concerns in the state.

Not resolved to your satisfaction? You have the option to escalate the matter to the Chief Minister’s Office (CMO) or relevant regulatory and statutory authorities within the state.

Note: In cases where disputes persist despite final appeals or interactions with appellate officers of the department, individuals in Bihar may consider legal action within regulatory bodies or judicial courts. It is recommended to seek guidance from a legal expert before taking such steps.

File an Online Complaint

To file a complaint online through Bihar CM Helpline (Jan Samadhan) – IPGRS, provide the following details:

  • Complainant: Individual, Group, or Institution
  • Communication details: Address, Block/Village, and District
  • Department: Name of Government Department, Designated Officer, and Office (if known)
  • Description: Describe the complaint with facts and supporting evidence
  • Copies of original or supporting documents

After submission, note the Grievance or Reference ID for tracking and potential future actions such as appealing (first/second) to higher authorities.

1. Lodge a Grievance:

The steps of the procedure to lodge a public grievance online through the Bihar CM Helpline – Jan Samadhan (Lok Shikayat) portal:

  • Click the “File a new complaint” button.
  • Enter your name and mobile number, then verify with OTP.

Step 3: Fill out the online grievance form:

  • Enter details of the complainant
  • Provide details of the complaint
  • Select Department
  • Attach supporting documents (If any)
  • Provide previous complaint details (if any)

Step 4: Click the “Preview and Submit” button to register your grievance.

Step 5: Don’t forget to note down the reference number to track the grievance.

2. File First/Second Appeal

Follow the steps to file an appeal if your complaints are not resolved to your expectations:

  • Click the “File First/Second Appeal” button
  • Enter your mobile number and verify with OTP

Step 3: Appeal Form

  • Enter the Original Complaint Number or Reference ID
  • Search your submitted complaint
  • Fill out the required details and submit it.

Step 4: If not resolved, you may again appeal to the Second Appellate Officer choosing “Second Appeal” in the above step.

To track the grievance status, and check the previously lodged complaints with the CM Helpline, choose “Know the status of complaint/appeal”.

  • Administration: The departments are Cabinet Secretariat, Department of Law, Disaster Management, General Administration Department, Home, Information and Public Relations Department, Parliament Affairs, Planning, Vigilance, and the Office of the Chief Electoral Officer, Bihar.
  • Finance: Includes departments such as Commercial Taxes, Department of Revenue & Land Reform, Finance, Mines & Geology, Prohibition Excise & Registration Department (Excise), Prohibition Excise & Registration Department (Registration), and Transport.
  • Human Resources: These departments are Education, Health, and Science, Technology, and Technical Education.
  • Infrastructure: These include Building Construction, the Department of Industries, Energy, Information Technology, Public Health Engineering Department, Road Construction, Rural Works, and the Urban Development and Housing Department.
