Level 1: File a Complaint to Customer Care, BESL Electricity Board
For any complaints related to electricity services of BESL, you can use these customer service helplines and online forms:

Remember, BESL may try to resolve concerns of emergencies and power outages immediately (24/7). Other issues may take 6 to 60 days depending on the complexity.
Note: There is no fee for registering a complaint.
Level 2: Lodge a Grievance to Consumer Grievance Redressal Forum (CGRF)
If you’re unsatisfied with BESL’s response or resolution, escalate your grievance to the Consumer Grievance Redressal Forum (CGRF) at the head office of the company. This forum acts as a mediator between consumers and electricity service providers.
Your complaint must be escalated within 3 months of the final response or the expiry of the resolution period. (refer BESL citizen charter for recent updates)
Here’s how to file a complaint with CGRF:
- Download the complaint form from the website or write on plain paper.
- Fill it out, and submit it along with supporting documents to your nearest CGRF office.
You can also submit your grievance to the nearest circle office of BESL. Don’t forget to obtain acknowledgement receipt as a proof of submission.
If not resolved within 45 days, approach the Electricity Ombudsman.
Level 3: Appeal to Electricity Ombudsman, Rajasthan
If the CGRF’s decision doesn’t satisfy you or is not resolved within 45 days, you can appeal to the Electricity Ombudsman, Rajasthan. This is the highest level of appeal within the state.
Please Note:
Keep a record of all communication with BESL, CGRF, and the Electricity Ombudsman. Attach relevant documents like bills, complaint reference numbers, and CGRF orders while escalating your case.
Finally, get legal advice if necessary, particularly for complex issues. Further, you may approach the High Court of Rajasthan against the final order of the Ombudsman for the BESL case.
