Integrated and Inclusive Public Grievance CM Helpline Management System (IIPGCMS), also known as CM Helpline, is an integrated public grievance redressal system (IPGRS), launched by the state government of Tamil Nadu. Citizens of the state can register their grievances related to government schemes or public services, government offices/departments, or civic issues such as burning public property/waste, broken streetlights, open manholes, water logging, etc.
You can also complain about state government departments such as Tamil Nadu Police, local urban/Panchayati Raj (rural) bodies, or other public institutions including municipal corporations, municipalities, or Public Distribution Services (PDS).

How to File a Complaint to CM Helpline (IIPGCMS), Govt. of Tamil Nadu)?
Every resident of Tamil Nadu has the right to access public services through a fair and transparent process from the government offices or respective departments. If citizens have complaints related to public services including government schemes, officials, or departments then lodge a grievance to appointed Nodal Officers through the CM Helpline – IIPGCMS portal of the government of Tamil Nadu.
If not resolved to your expectation, appeal to the higher Appellate Authority of the Department by re-opening the complaint.

Still, not resolved? If your complaint is not resolved to your expectation, you may approach the Chief Minister’s Office (CMO) or the relevant regulatory and statutory authorities within the state.
Note: If disputes are not resolved despite final appeals or interactions with appellate officers of the department in Tamil Nadu, individuals may opt for legal action within regulatory bodies or judicial courts. Before taking legal action, it is advisable to seek guidance from a legal expert to ensure a well-informed and right approach.

File an Online Complaint
Required details to register a complaint online through TN CM Helpline – IIPGCMS:
- Petitioner/Complainant information (for Individuals) with address (include district/taluka)
- Government Department
- Sub-department or Local Body
- Nature/Subject of Grievance
- Location of the complaint with details of district, taluka, revenue division, village (if applicable)
- Responsible Officer (If known)
- Description of the grievance with facts.
- Attach the copy of supporting document files(for online, maximum 20 MB)
After you’ve submitted your complaint, make sure to keep a note of the Grievance or reference ID. This will help you check the status of your complaint later on. You can also use it to re-open the case and approach higher authorities.

Procedure
Follow the steps of the procedure to lodge a public grievance online through the TN CM Helpline IIPGCMS portal:
Step 1: Visit the link above.
Step 2: Login/Registration:
- Click the “File a Grievance” button.
- Select “New User? Sign Up”
- Enter your name and mobile number, then verify with OTP.
- If not already registered, enter your email address or mobile number.
- Verify the mobile number with OTP and fill out the registration form.
Step 3: Grievance Registration:
- After successful login, fill out the form
- Petitioner details
- Grievance details
- Communication address
- Attach supporting documents (If any)
Step 4: Click the “Submit” button to register your grievance.
Step 5: Don’t forget to note down the reference number to track the grievance.
Track the status, and check the previously lodged complaints with the CM Helpline by selecting “Track Grievance”.
